My rental lease states ';Lease subject to successful completion of said property'; what does this mean?

This was a brand new construction rent to own and when we walked through the door, there were numerous spots on the wall not painted, there was no shower rod, toilet paper holder, or towel racks, closet brackets were missing, and the light in the entry way was not correct. After living there for two months the walls started cracking and tape was peeling from around the edges. Do you think this house would be considered successfully completed?My rental lease states ';Lease subject to successful completion of said property'; what does this mean?
no it was NOT...HELL EVEN SECTION 8 requires a shower rod in maryland...consult with your guy...whomever is handling the construction..or whomever..
