Basically yes. If you break a lease for something that is not a legal reason then you typically lose your deposit.
A tenant's medical issue is not legal grounds to break a lease. One of the very few legal ways out of a lease requires that there be something wrong with the rental not with the tenant.
It may not be fair, but it is legal.
